As for players who get freeze, all you need to do is set your rates as follow:-

In Console ( to go console, press ~) type:
Rate 20000
cl_cmdrate 66
cl_updaterate 66

(Alternatively:
Rate rangerfrom 20000 to 30000
cl_cmdrate range from 66 to 100
cl_updaterate range from 66 to 100
